There is hereby established a fund to be known as the Building/Equipment Contingency Fund into which shall be deposited monies appropriated by the City Council through the budget process with expenditures authorized as are properly chargeable to the fund. Monies in the fund shall be used for all purposes consistent with meeting any Municipal expense, the necessity or extent of which could not have been foreseen or reasonably evaluated at the time of adopting the annual budget, or from which to provide monies for those emergencies described in Revised Code of Washington 35A.33.080 and 35A.33.090.
