There is hereby established a fund to be known as the Underground Utility Fund, into which shall be deposited monies appropriated by the City Council through the budget process with expenditures authorized as are properly chargeable to the fund. Monies in the fund shall be used for all purposes consistent with the undergrounding of utilities as identified in the City of Liberty Lake capital facilities plan ("CFP"), including, but not limited to, the planning, developing and construction of the improvements as set forth in the CFP, including reasonably related administrative expenses.
