For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DELINQUENCY. A utility service bill that has remained unpaid for a period of more than 15 days following the due date; late payment charge may be added in the amount of 10%.
LATE PAYMENT CHARGE. The one-time penalty assessed by a water utility upon all current bills at the time as they become delinquent.
