No prospective user shall be granted permission to use if the service line is located within a development or prospective development unless the following conditions are met.
(A) Development shall be developed with a six-inch water supply line to each lot within the development so that each individual user may tap into the six-inch water line, provided that the size of the town’s water supply main being tapped into is at least six-inches or larger.
(B) (1) The water supply lines to be used by a developer for any development shall first be approved by the Town Council for material content.
(2) Either PVC or ductile iron may be used, providing the manufacturing pressure rating is adequate for that area’s pressure in the supply main.
(C) The water supply lines shall be placed into the ground at a depth of at least four feet.
(D) Each property so metered shall have its own separate water supply line shut-off valve in the street or alley.
(E) All dead-end lines must have a flush hydrant.
(F) (1) The developer shall notify the town of the time installation is being planned. The town shall inspect all new supply mains.
(2) Calcium hypochlorite tablets shall be placed in each section of pipe, hydrants, or other appurtenances during installation.
(3) The supply line shall be filled with water at a velocity of less than one foot per second.
(4) After 24 hours, the supply line is to be flushed and a water sample will be sent to the State Board of Health for bacteriological tests.
(G) (1) Provided water supply mains of a development have been installed to the satisfaction of the town, the lines shall become the sole and absolute property of the town’s Municipal Waterworks after a period of two years.
