For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DEVELOPER. The person preparing the parcel or parcels for the division.
DEVELOPMENT. Any one parcel or parcels of land that is to be divided into smaller parcels of land.
MUNICIPAL WATER UTILITY. The town or the Town Council.
USER. A person connecting or connected to the Waterworks.

(A) The town has established and installed a water meter system for the purpose of furnishing and supplying the inhabitants and all firms, corporations, companies, churches, public school buildings and other public buildings in the town with water, under and subject to the restrictions and upon the conditions set out in this chapter.
(B) All water drawn in any place from the Waterworks shall pass through a meter that shall correctly measure the quantity of water so passing, except water passing through fire hydrants.
(C) The town may, at its own option, install a water meter for all persons, churches, school buildings or all other public buildings in town, which are now using or that my hereafter desire to use and be supplied with water by the town from the Waterworks.

(A) The town may require that the user to purchase the meter, but the meter shall remain the property and under the control of the town.
(B) Not more than a single-family, residential property shall be served by one meter, unless approved by the Town Council in advance. If multiple, single-family residential units are to be served by one meter, each occupied unit will be charged at least the minimum monthly charges as set by the Town Council.
(C) Each metered property shall have its own separate water supply line shut-off valve in the street or alley.

(A) Meters shall be located at the point where the water service first enters the basement wall. Where there is no basement, the meter shall be located where the water service first enters the building, or in a meter pit between the curb and the property line, if the Public Works Department deems it necessary. Such pits shall be constructed by or at the expense of the user and in conformity with standard plans on file at the town. The construction shall be approved by the Public Works Department.
(B) Meters shall not be set in inaccessible locations, nor enclosed, unless written permission is obtained from the Public Works Department. If a meter is inaccessible or enclosed, making maintenance and reading difficult or impossible, the Public Works Department may order the user to move the meter to an accessible location. Any cost of relocation shall be at the expense of the water user, and may be added to the charge for water usage.

(A) Water service shall be provided with a valve on both sides of each meter. No fittings, except a coupler or union, shall be placed between a meter and a curb stop. These valves shall be a full port ball valve or other as approved by the Public Works Department. A pressure regulating valve must be installed on the incoming water line prior to any water distribution to a property.
(B) Only authorized employees of the town shall break a seal on a meter or meter bypass.
(C) No person shall ground or electrically connect any radio, telephone or other electrical system to the discharge side of any water meter.
(D) Meters two inches or larger shall have a meter bypass installed, with proper gate valves that can be sealed by the town.
(E) Only authorized town employees shall be allowed to install meter spacer pipes.
