§ 52.105 PROHIBITED ACTS.
   (A)   No person shall take water from any public source when the act would obstruct the use of or injure (in any manner) any building, machinery, pipe, apparatus or fixture of the Waterworks. Exceptions include when authorized by the Town Council in writing and for fires. When fire hydrants or plugs are placed on public or private grounds by individuals, companies or corporations, their use is prohibited, except in case of fire.
   (B)   It shall be unlawful for any person in any manner: to injure or deface the walls or foundations of the Waterworks buildings and wells; to injure any of the machinery, water pipes, water meters, hydrants or other parts; to wantonly, maliciously or mischievously open hydrants or water meter pits; to throw stones or other substances into the wells of the Waterworks; or to break, loosen or tamper with any seal that may be attached to any appendage of the Waterworks.
   (C)   No person shall take any water from any public or private hydrant, plug, street washer, draw cock, hose pipe, fountain, street reservoir, or fountain basin that was filled, in whole or in part, by the Waterworks, except by permission of the Public Works Department; nor shall a person in any way use or take any water furnished by the Waterworks for private use, if that person is in arrears to the town for any sum due the town for use of water.
   (D)   No person shall in any way change, modify, attach to, or disconnect from any part of the Waterworks and its appendages, between the Waterworks plant and the various meters, or open or close any cock or valve lying within such limits, except upon written permission of the Public Works Department. In an emergency, licensed plumbers shall contact the Public Works Department for verbal approval to shut off the water to a property. Only plumbers with appropriate and active state licenses on file with the Clerk-Treasurer are allowed emergency access.
   (E)   No person shall interfere with or purposely annoy or disturb any officer or employee of the Waterworks while engaged in the discharge of his or her duties as an officer or employee.
