(A) The management, control and operation of the town’s Municipal Waterworks is hereby vested in the Town Council and Public Works Department.
(B) The town operates the Public Works Department as a municipal utility. The Waterworks, through the Town Council, may extend water mains to any section of the town that the Town Council feels is profitable or necessary. Mains may be extended to a location considered unprofitable by the town, if the cost of the extension is paid for by the person benefitted.
