§ 31.01 CLAIMS PAID PRIOR TO TOWN COUNCIL ALLOWANCE.
   (A)   The Town Council adopts the following list of types of claims which may be paid prior to Town Council allowance.
      (1)   Property or services purchased from the U.S. Government;
      (2)   License of permit fees;
      (3)   Insurance premiums;
      (4)   Utility payments or connection charges;
      (5)   Grant funds (state grant funds);
      (6)   General grant programs where advanced refunding is not prohibited and the contracting party posts sufficient security to cover the amount advanced;
      (7)   Maintenance or service agreements;
      (8)   Leases or rental agreements;
      (9)   Bond or coupon payments;
      (10)   Payroll;
      (11)   State, federal and county taxes;
      (12)   Other payroll deductions;
      (13)   Investments;
      (14)   Loan payments;
      (15)   Filing and releasing fees;
      (16)   Vehicle registration fees; and
      (17)   State utility payments to the town utilities.
   (B)   The payments shall be supported by a claim and be reviewed and allowed at the next regular meeting following preapproval payment of the expense.
