§ 50.02 ESTABLISHMENT OF SERVICE.
   (A)   The Town Council is the authority for the collection of residential and small commercial business trash collection service solely for the benefit of, and shall be used solely by, the residents and the small commercial businesses, which includes multi-family housing units, located within the town's corporation limits. The Town Council shall provide the service through the use of interlocal agreements, contracts, licensing, franchise agreements, or any method it may deem necessary to ensure that quality service is provided to the town.
   (B)   Prior to awarding any contracts for trash collection under this chapter, the Town Council shall assure that competitive bids are obtained. Contracts shall be re-bid periodically to assure competition for providing trash collection services. The Town Council may also extend contract agreements if the Council deems it to be in the best interest of the town. No entity shall contract for general curbside trash collection service in the town without prior approval of the Town Council.
