It shall be unlawful to drive and operate tractors, trucks and any and all kinds of vehicles, gas propelled or otherwise upon the streets and alleys of the town, the wheels of which vehicles contain lugs, cleats, and/or any other gripping or traction device that will cut, tear, dig-up or in any way destroy or damage the streets and alleys.
