(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
(B) (1) Anyone who violates this chapter shall be fined in an amount not to exceed $500. In addition, if anyone refuses the entry, the town shall be allowed injunctive relief allowing the inspections, the costs of which shall be assessed against the violators.
(2) This section shall apply not only to the owners who occupy the houses, but also to the tenants who occupy the houses.
(3) The liability contemplated hereunder shall be joint and several against the owners and rightful occupants.
