§ 53.901 NOTICE OF VIOLATIONS.
   (A)   Any person or user found that has violated, or continues to violate, any provision of this chapter, shall be served by the town with a written notice of violation, stating the nature of the violation, a time frame to cease the violation, and a reasonable time frame to satisfactorily correct the violation. The offender shall, within the period stated in such notice, permanently cease all violations,
   (B)   Within ten days of receiving the written notice, the user will provide the town an explanation for the violation, and a plan for its satisfactory correction and for prevention of its recurrence, including specific required actions. Submission of this plan in no way relieves the user of liability for any violations occurring before or after receipt of the notice of violation. Nothing in this section shall limit the authority of the town to take any action, including emergency actions or any other enforcement action, without first issuing a notice of violation.
