All new building sewer or lateral connections for industrial and commercial users shall install a suitable control manhole with such necessary meters and other appurtenances in the building sewer to facilitate observation, sampling and measurement of the wastes. The manhole, when required, shall be accessible and safely located, and shall be constructed in accordance with plans approved by the Public Works Department. The manhole shall be installed by the owner at his or her expense, and shall always be maintained by the owner to be safe and accessible.
