(A) The management, control and operation of the town’s sewage works is hereby vested in the Town Council and the Public Works Department.
(B) This chapter sets forth uniform requirements for users of the sewage works and enables the town to comply with all applicable state and federal laws required by the Clean Water Act of 1977 and the general pretreatment regulations (40 C.F.R. pt. 403).
(C) This chapter shall apply to the town and to persons outside the town who are, by contract or agreement with the town, users of the sewage works. Except as otherwise provided herein, the town shall administer, implement and enforce the provisions of this chapter.
