§ 32.02 LIBRARY ADVISORY BOARD.
   (A)   There shall be a 7-member Library Advisory Board appointed by the Council. The members of this Board shall serve 6-year staggered terms. Initially, 2 members shall be appointed for 2-year terms, 2 members shall be appointed for 4-year terms and 2 members shall be appointed for 6-year terms.
   (B)   All members shall serve until their successors are appointed and qualified, and vacancies shall be filled by the Council for the unexpired term. The Council may remove any member for incapacity, unfitness, misconduct or neglect of duty. Members shall serve without compensation.
   (C)   The Library Advisory Board shall have the following powers and duties:
      (1)   To adopt bylaws, consistent with the provisions of this chapter, as it finds necessary or convenient for its operations;
      (2)   To select annually from among its membership a Chairperson, Vice Chairperson and other officers in accordance with its bylaws;
      (3)   To advise the Council and the Manager concerning all aspects of the operation of the Liberty Public Library; and
      (4)   To advise or assist the Council in the preparation of the annual report to the Department of Cultural Resources.
