With the increase in state and federal mandates and the decrease in state and federal revenues, the purpose of this chapter is to establish unit charges to recover a portion of the expenditures associated with solid waste collection. Furthermore, the intent of this chapter is to establish a fee structure that is fair and equitable to all citizens.
