351.10 PARKING LONGER THAN 24 HOURS.
   (a)   No person shall leave parked at the same location on the streets of this Municipality a vehicle for a period of time in excess of 24 hours. After a period of 24 hours, the Police Department shall make reasonable attempts to notify the owner and request such vehicle be removed. If such vehicle is not removed within an additional 24 hours, it shall be towed to a storage yard at the owner’s expense. In addition, whoever is found guilty of violating a provision of this section shall be deemed guilty of a minor misdemeanor. (1980 Code 76.06)
   (b)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
