There is hereby established a school zone on Clever Lane coterminous with the site of the Lexington High School. Within that school zone, it shall be prima-facie lawful to operate a motor vehicle at speeds of twenty miles per hour or less during school recess and while children are going to or leaving school during opening or closing hours. At all other times, the prima-facie lawful speed limit on this part of Clever Lane shall be twenty-five miles per hour.
