315.05 ISSUANCE OR DENIAL OF PERMIT.
   Upon receipt of the completed application form described in Section 315.03, the Village Administrative Director shall present the application to Village Council at its next regular meeting or at any meeting called for this purpose. The Village Council shall upon review of the application and the recommendation of the Village Administrative Director, Mayor, and Chief of Police, by a majority vote grant or deny such permit. In determining whether to grant or deny the permit, Council may consider:
   (a)   Whether the time, route, and size of the parade or motorcade will disrupt to an unreasonable extent the movement of other traffic.
   (b)   Whether the parade or motorcade is of a size or nature that requires the division of so great a number of police officers of the Village to properly police the line of movement and the areas contiguous thereto that allowing the parade or motorcade would deny reasonable police protection to the Village.
   (c)   Whether such parade or motorcade will interfere with another parade or motorcade for which the permit has been issued.
   (d)   Whether the applicant for the parade or motorcade permit has agreed to reimburse the Village for the estimated cost of police, Street Department, other Village employees, or independent contractors that may be incurred by the Village in controlling, supervising, and cleaning in connection with the parade or motorcade.
   (e)   Whether the applicant has complied with the terms and conditions of any parade or motorcade permit issued to it in the past.
