The ECSC shall meet at the request of the Mayor or any two members and shall review and consider all proposed communication and electronic equipment and service decisions. The Committee may, by motion, recommend to Council the purchase, lease, or other acquisition of such equipment or services. The decision to recommend shall be by motion with each member of the Committee entitled to one vote; provided, however, that the Mayor may vote only in the case of a tie. A majority of the Committee shall constitute a quorum and an affirmative vote by a majority of a quorum present shall constitute a recommendation of the Committee. This Committee shall be considered a standing committee for the purpose of the rule of Council requiring all legislation to come from a standing committee. All meetings shall be open to the public except that executive sessions may be called as provided by law; minutes of all meetings shall be kept in the same manner as committees of Council and the procedure generally followed by Council committees shall be used except where it is clearly inapplicable.
