139.07 SCHOOL CROSSING GUARDS.
   (a)   Creation. There is created the positions of Special School Crossing Guards for the Municipality.
   (b)   Appointment. Special School Crossing Guards shall be appointed by the Chief of Police in such number as are necessary to man those crossings established by the Council.
   (c)   Payment. The Special School Crossing Guards shall be paid a daily rate to be established by Council.
   (d)   Responsibility. The School Guards shall be responsible for the safety of school children and other pedestrians coming to and going from all schools within the Municipality, and for this purpose shall have the authority to direct and regulate motor vehicle and pedestrian traffic in and near duly established school zones.
   (e)   Serving. The School Crossing Guards shall serve at such times and places and perform such duties as they are directed by the Mayor or the Police Chief.
   (f)   Not to Have Police Powers. Nothing in this section shall be deemed to grant to the School Crossing Guards any police powers beyond those specifically enumerated in this section.
