(a) No member of the Police Department or Police Auxiliary shall, while on duty, leave the corporate limits of this Municipality except for the following reasons:
(1) A specific request for assistance from another law enforcement agency or from a fire department;
(2) To transport a prisoner to jail or court;
(3) To appear in the Richland County Common Pleas Court, Richland County Juvenile Court, Mansfield Municipal Court, before the Richland County Grand Jury, or other court pursuant to a proper subpoena;
(4) To conduct an investigation of a crime which occurred within this Municipality, including conferences with witnesses or suspects, other law enforcement agencies, the county prosecuting attorney or the Municipal Law Director;
(5) To transport a person arrested for operating a motor vehicle under the influence of alcohol to the State Highway Patrol Post 70, Richland County Sheriff's Department or Mansfield Police Department for an intoxilyzer test;
(6) In exercising the powers of fresh pursuit as defined by general law.
(b) No member of the Police Department or Police Auxiliary shall, while not on duty, do any of the following:
(1) Operate a Municipally-owned police cruiser;
(2) Wear any uniform identifying him as being employed by or associated with this Municipality;
(3) Use any police equipment owned by or purchased by this Municipality;
(4) Represent himself as being a member of the Police Department or Police Auxiliary for the purpose of compelling obedience to any order or command;
(5) Purport to exercise any police powers outside of this Municipality;
(6) Use the name, authority, or insignia of this Municipality for the purpose of obtaining private employment.
(c) Any officer who violates the provisions of this section shall be deemed guilty of misfeasance in office.
