131.01 MAYOR AS CONTRACTING OFFICER.
   (a)   The Mayor is appointed Contracting Officer and shall have all powers and duties of the Administrative Director with respect to purchasing.
   (b)   The Mayor shall serve as such Contracting Officer only in case of the absence or disability of the Administrative Director.
