1309.31 SIGNS ON PUBLIC STREET RIGHT-OF-WAY PROHIBITED.
   (a)    No person shall place upon the public right-of-way of any street or alley or in any public park or on any other property owned by this Village any sign without written permission of this Council.
   (b)   Signs may not be installed or attached to any traffic control signs, construction signs, utility poles, street signs, fences, trees or other natural objects.
   (c)   No Sign, Canopy or awning, or any component or support thereof, may be erected on, or constructed over any street, alley, sidewalk, or other public right-of-way unless a resolution specifically authorizing such encroachment has been authorized by Village Council.
   (d)   This section shall not apply or be interpreted to apply to:
      (1)   Signs placed by any agency of the Federal, State, County or Village government;
      (2)    Traffic control or warning signs placed by a contractor, public utility, survey crews or other person authorized by the Village or having legal rights to work within the public right-of-way;
      (3)    Signs placed in accordance with any provision of this chapter; or
      (4)   Signs placed in accordance with the provisions of any other Ordinance of this Village.
