(a) Before erecting, converting, enlarging, reconstructing, structurally altering or rearranging any sign, except those permitted under Section 1309.40, application shall be made in writing on a form furnished by the Zoning Inspector. The application shall include the following information:
(1) Name and address of the property owner.
(2) Name and address of sign erector.
(3) The location of all proposed signs by street number, or lot number.
(4) Plans showing the specific dimensions, method of construction, installation and support, method of illumination, and setbacks from property lines.
(b) Any other pertinent data may be required by the Zoning Inspector to provide for the enforcement of this chapter. If the Zoning Inspector questions the design and construction standards that apply to a specific type of sign, he shall be authorized to refer, for review and approval, such application to the Municipal Engineers or County Building Inspector.
