The provisions of this chapter shall be administered by the Zoning Inspector, his deputies or such other officials as may be designated by Council.
No sign or sign structure may be erected, converted, enlarged or structurally altered except in strict conformity with the provisions of this chapter. Whenever a Federal or State Law or Administrative Regulation mandates a particular type, size, or location of sign, such sign shall be exempt from the provisions of this chapter, but only with respect to those aspects which are specifically superseded by the law or regulation and in all other respects such sign shall be subject to the provisions of this chapter.
