(a) All meetings of committees of Council are hereby declared to be open to the public. Such meetings shall be called by the chairman or the Mayor at such times as is convenient for the membership and may be called at a regular or special meeting of Council or at such other times by notice to the membership of the committee, the Mayor and to the Clerk of Council. The notice shall include the agenda for the meeting. Unless otherwise stated, all meetings shall be held at the Lexington Municipal Building.
(b) No meeting shall be held prior to giving twenty-four hours notice to the news media which has requested notification except in the case of an emergency requiring immediate official action. In the event of such an emergency, the chairman shall notify the news media requesting notification immediately of the date, place, time and agenda of the meeting.
(c) The Chairman shall arrange for the preparation and approval of minutes of all committee meetings in accordance with established rules of Council. All such minutes shall be filed and maintained by the Clerk of Council and shall be open for public inspection.

(d) Committees may go into executive session in the same manner and for the same reasons that Council may do so under Ohio R.C. 121.22, but no member of Village Council or the Mayor may be excluded from any executive session of a committee meeting unless the topic of that meeting involves misconduct of the Council member proposed to be excluded or the misconduct or compensation of the Mayor. (e) Any person who desires advance notice of any committee meeting at which any specific type of business is to be discussed shall state in writing to the Clerk of Council the business which is of interest and shall supply stamped self-addressed envelopes for the purpose of such notice. The Clerk of Council is hereby directed to keep a list of the time, date, place and agenda of all committee meetings and make the same available to any person upon request.
