(a) Appointment of Committees. The following standing committees consisting of three members each are authorized. Appointment of members to these committees shall be made by the President Pro Tempore of the Council:
(1) Finance.
(2) Rules and Personnel.
(3) Service and Safety.
(4) Streets and Sidewalks.
(5) Building and Grounds.
(6) Public Utilities.

(b) The President Pro Tempore, with the consent of Council, may appoint such special committees as he deems necessary provided that matters referred to or pending before a standing committee may not, without consent of its members, be referred to or considered by a special committee.
(c) Committee of the Whole. The President Pro Tempore shall preside when Council resolves itself into the committee of the whole.
(d) Meetings. Committees shall meet on call of the Chairman, or on request of two members. Two members must be present to constitute a quorum.
(e) The Chairman of the committee shall act as Secretary to each committee and shall keep a record of attendance and business transacted at meetings thereof. (1980 Code 30.25)
(f) The President Pro Tempore of Council shall be a member of all Council committees but shall have no vote except in the case of a tie vote among other committee members.
