121.12 CONSIDERING ORDINANCES.
   (a)    Any member of Council has the privilege to bring legislation before a regular session of Council.
   (b)    Notwithstanding the provisions of subsection (a) hereof, Council shall not be required to consider any legislation unless the following conditions exist.
      (1)    The subject matter contained in the legislation has been reviewed and considered by a standing committee of Council.
      (2)    If the legislation requires new funding not provided in the current appropriation ordinance whether expressly or by transfer from an existing line item, the legislation shall also have been reviewed by the Council Finance Committee.
   (c)    Council may by a two-thirds vote of Council members present at a regular meeting dispense with either or both of the requirements contained in subsection (b) hereof.
