For all purposes, except seconding motions, no member shall be entitled to any of the floor privileges until he addresses the Chair as "Mr. Mayor," Mr. President," or "Mr. Chairman," who shall pronounce the name of the member entitled to the floor. Members addressing Council shall confine themselves to the question under debate and avoid personalities. No member shall be privileged to disturb or interrupt another member having the floor, except by a call to order.
