(a) No person shall paint a house number or any other sign upon the curb or other parts of any street right of way within this Municipality without the permission of Council as hereinafter provided.
(b) Any nonprofit group having significant contacts with this Municipality may, upon written request, be granted permission to paint house numbers on the curb or other parts of street rights of way within this Municipality upon such terms and conditions as Council may establish.
(c) Whoever violates subsection (a) hereof shall be guilty of a minor misdemeanor, and upon a second or subsequent conviction within one year of the first, a misdemeanor of the fourth degree.
(d) Nothing in this section shall be deemed to apply to the application of traffic control signs or lane markers by this Municipality, the Ohio Department of Transportation or Richland County.
