Lexington Village Council finds it necessary to adopt these regulations governing the use, size and placement of signs and other advertising media to protect the character and dignity of public facilities and public and private buildings; to make all signs aesthetically harmonious with their surroundings; to improve traffic safety by reducing advertising distractions or obstructions; to eliminate any conflict between advertising and identification signs and traffic control signs or devices; to protect and enhance the value of real estate and the tax base of the Municipality. It is not the intent of this chapter to restrict the use of signs advocating political, religious or philosophical points of view or holiday displays and vending machines which are located on private property. No permit shall be required for such signs nor shall any of the restrictions of this chapter be applicable to them.
One of the primary purposes of a sign chapter is to ensure that signs are compatible with their surroundings. Just as the Village regulates land use and building size and location by Zoning Districts, this Sign Chapter will also regulate the types and sizes of signs by the Zoning District in which they will be erected. This chapter regulates the type, size, location, lighting, etc. of signs, taking into consideration the type of land uses predominant in that District, the orientation of the viewer to the sign, whether that be from a passing vehicle or a pedestrian on the sidewalk, the distance the sign is set back from the street, and the number and configuration of signs possible without adversely affecting the appearance of the District and the Village.
