941.17 TAMPERING WITH METERS.
   If the Administrative Director or his authorized agents determine that a meter seal has been broken or any by-pass inserted or there is evidence that the meter has been tampered with, the water shall be shut off and shall not be turned on again until the consumer or owner of the premises shall pay for the estimated quantity of water which has been used and unregistered, and in addition thereto, a fee of five dollars ($5.00) shall be charged for turning off such water and a fee of five dollars ($5.00) shall be charged for turning on such water.
