(a) From and after January 1, 1991, each person, company, corporation or other entity wishing to be supplied water service by the Municipality shall first make application for service in the office of the Utilities Clerk, providing information on the name of the property owner, name of occupant if not the owner, and the address to which bills for utilities service are to be mailed. A one time fee of twenty-five dollars ($25.00) shall be assessed for each new customer to defray the costs associated in setting up an account and this fee shall be non-refundable.

(b) Any person, company, corporation or other entity who has already established water service and paid the fee listed in subsection (a) hereof and whose account is in good standing shall be permitted to establish a new water service account at another location in lieu of the existing account by providing the information required in subsection (a) hereof but without payment of the twenty-five dollar ($25.00) account setup fee.
