933.34 ENFORCEMENT OF RULES AND REGULATIONS.
   The Administrative Director shall make and enforce those rules and regulations as he may deem necessary for the enforcement of the provisions hereof, for the proper determination and collection of the rates and charges herein provided, and for the safe, efficient, and economical management and protection of the system. In the event that the Administrative Director shall find that the rate of discharge of acceptable industrial wastes from any premises to the system is subject to such substantial variations as to interfere with the safe, efficient, and economical management and protection of the system, the Administrative Director shall have specific authority to establish rules and regulations to equalize the rate of discharge, including authority to require that suitable regulating devices be installed for the purpose. These rules and regulations, when not repugnant to existing ordinances of the Municipality or laws of this State, shall have the same force and effect as ordinances of Council.
