(a) Each application for a sewer connection permit shall be accompanied by a payment in the amount of twenty-five dollars ($25.00) as an inspection fee. This payment is not refundable and shall defray, in part, the cost of issuing the permit and inspecting the connection during construction.
(b) The twenty-five dollar ($25.00) inspection fee shall be waived in a subdivision development where the sanitary sewers, house connections, laterals, and trunk lines are constructed under constant inspection by the Municipality.
