925.01 TRIMMING OF TREES AND SHRUBBERY TO PREVENT OBSTRUCTION.
   (a)    It shall be unlawful for any person to plant, grow, or maintain any shade tree or shubbery which will obstruct the proper distribution of light from street lamps or which will obstruct the view of traffic approaching an intersection by operators of vehicles approaching the intersection from another direction.
      (1)    All trees shall be trimmed so as to have a clear height of ten feet above the surface of sidewalks and twelve feet above the surface of the street or roadway, and the branches of all trees in front of and along lots or land near which street lights are placed shall be trimmed so as not to obstruct the free passage of light from the street lights to the street and sidewalk.
      (2)    The Council shall cause a written notice to be given to property owners ordering them to trim or remove trees and shrubbery so that the trees and shrubbery shall conform to the provisions of subsections (a)(1) and (2) hereof.
      (3)    If the property owner fails to trim or remove the trees and shrubbery as ordered, the Council may cause the trees and shrubbery to be trimmed or removed as ordered, and the cost thereof shall be a lien upon such real estate.
   (b)    Upon the determination by the Administrative Director that trees, bushes, or other vegetation on private property have been permitted to grow onto the public right-of-way in a location as to conceal or interfere with a Municipal fire hydrant, written notice to trim those trees or bushes or otherwise remove any part of them from the right-of-way shall be given to the owner or tenant of the property upon which the trees, bushes, or other vegetation is growing, by certified U.S. mail or personal service. If the trees, bushes, or other vegetation which interferes with the fire hydrant is not trimmed or removed from the right-of-way within a reasonable time not to exceed seven days from the receipt of the notice, the Administrative Director shall direct such trimming or removal as is necessary so as to make the fire hydrants visible, accessible, and free from interference by trees, bushes, or other vegetation.
