(a) No person shall install or maintain a mailbox in such a manner that any part of the box or the structure upon which it is placed shall be any closer to the abutting street than six inches behind the back edge of the curb.
(b) This Municipality shall not be responsible or liable for the damage to or destruction of any mailbox or other structure which is installed at a location closer to the street than specified in subsection (a) hereof.
(c) This Municipality shall inspect the location of each mailbox in this Municipality on or before October 1, 1989, and shall notify the owner in writing if a mailbox is not in conformance with the requirements of this section.
