It shall be the duty of the board to oversee and supervise the enforcement of this chapter; to counsel with both city councils and designated city officials and employees concerning such regulations and guidelines that it shall deem appropriate and necessary for the proper control, use, maintenance, development and management of the CRSC and then formulate and adopt the same, to adopt fair and equitable user fees; to take control of the CRSC and to otherwise take such actions as are necessary in order to develop, protect and preserve it for the purposes herein set forth. All regulations, guidelines and user fees, as adopted by the board, shall be subject to approval by both city councils, before becoming effective. (Ord., 12-6-1995)
