A. Membership: There is hereby created an interlocal CRSC board consisting of five (5) members, with two (2) members being appointed by Richmond City, two (2) members being appointed by Lewiston City, and the fifth member being selected by a majority vote (3 votes minimum required) of the four (4) municipal members, from the unincorporated Cove area. The fifth member shall also be approved by both city councils. Each municipal member shall be a citizen of the city appointing him or her and shall be appointed by the mayor of such municipality with the advice and consent of the municipal council. A member of the municipal council may be appointed. The Cove area board member shall be presented to both city councils and take office upon approval by the councils. The board shall continue in existence until this ordinance be repealed or revoked by one of the said municipalities or the expiration or revocation of said interlocal agreement, whichever occurs first.
B. Appointment: The members of the board shall be appointed for terms of five (5) years, with the exception of the initial board terms, which shall be staggered so that one term expires every year. To meet this requirement, it shall be provided that the initial terms for the board members from Richmond City shall be for one and three (3) years respectively, the initial terms for the board members from Lewiston City shall be for two (2) and four (4) years respectively, and the initial term of the board member from the Cove area shall be five (5) years. Each board member shall hold office until his successor is appointed; provided, however, that any vacancy occurring on said board by reason of death, resignation, removal or disqualification shall be promptly filled by the mayor, with the advice and consent of the municipal council of the municipality whose position on the board is vacated, or by the board, with the advice and consent of both councils, for the unexpired term of the Cove area member.
