2-1-2: COMMISSION ESTABLISHED:
   A.   Appointment: There is hereby established an historic preservation commission, which shall consist of five (5) members appointed by the city council, each for a term of three (3) years; provided, that the terms of the members of the first commission so appointed shall be such that the term of two (2) members shall expire two (2) years after the date of their initial appointment. Any vacancy occurring on the commission by reason of death, resignation, removal or disqualification shall be promptly filled by the city council for the unexpired term of such member. Any member may be removed for cause by the city council upon receiving a written memorandum of the charges and after a public hearing, if such public hearing is requested. In addition, appointments to the commission shall be made and the commission itself shall operate within the following guidelines and provisions.
   B.   Qualifications:
      1.   Members shall be appointed who have demonstrated an interest, competence or knowledge in historic preservation.
      2.   To the extent available within the city, two (2) of the commission members shall be professionals, as defined by the national park service regulations, from the disciplines of history and architecture or architectural history.
   C.   Chairperson Elected; Rules: The commission shall organize and elect a chairperson and adopt rules in accordance with the provisions of this chapter and other laws.
   D.   Meetings: Meetings of the commission shall be held at the call of the chairperson, which shall be held not less than three (3) times each year and shall conduct business in accordance with the open and public meetings laws of the state of Utah. The commission shall keep written minutes of its proceedings, and shall keep records of its official actions; all of which shall be immediately filed in the office of the city recorder and made available for public inspection.
   E.   Quorum: The concurring vote of three (3) members of the commission shall be necessary in order for the commission to take any official action. (Ord. 84-1, 5-16-1984)
