It shall be unlawful for any owner, agent or occupant of any building or premises to fail, neglect or refuse to repair, remove, replace or change within ten (10) days after written notice to do so from the building inspector, any plumbing condemned by such inspector; provided, that this subsection shall not apply to any occupant not responsible for the installation or repair of the condemned plumbing.
