Any water service line or service connection which is turned off and/or for which the monthly service fee has not been paid for a period of one year shall be considered abandoned and all rights of the owner, tenant or occupant to use the service line or connection shall be terminated. The city shall turn off all abandoned lines and remove the meter if one exists. In order for the owner, tenant or occupant to obtain water service from, or in the vicinity of, an abandoned water service line or connection, he must submit a written application and pay all fees as required by this chapter.
