All water users at their own expense shall keep all service pipes from the point where the same connects with the water meter to the termination thereof upon their own premises, together with connections and all other apparatus, in good repair and protected from frost; but no person, except under direction of the public works director, shall be allowed, to dig into the street or sidewalk for the purpose of laying, removing or repairing any service pipe.
