Any repairs within the public easements by private owners or their agents shall be subject to approval by the City Administrator or his representative. When the repairs are proven by the property owners to be under the streets, curbs and/or sidewalks, the replacement cost of the streets, curbs and/or sidewalks shall be paid for by the city.
