No person shall kindle, build or maintain any bonfire or rubbish fire nor authorize any such fire to be kindled, built or maintained in or on any street, alley, sidewalk, curb, gutter or set any fire which causes damage to city property or other public thoroughfare of the city without permission from the Chief of the Fire Department or his designee.
