§ 51.113  SCHEDULE OF RATES.
   (A)   Schedule.  The following schedule of rates shall apply to each user of the wastewater treatment works.  This schedule includes rates for user charges and rates for debt service charges, each based on the volume of metered or estimated water consumption.
 
Wastewater Services Monthly Rate Schedule
First 2,000 gallons
$12.48 (minimum bill)
All over 2,000 gallons
$4.85 per 1,000 gallons
 
   (B)   Charges based on actual usage.  For residential, industrial, institutional and commercial users, monthly user charges will be based on actual water usage.  If a residential, commercial, institutional, or industrial user has a consumptive use of water, or, in some other manner, uses water which is not discharged into the wastewater collection system, the user charge for that contributor may be based on readings of a wastewater meter(s) or separate water meter(s) installed and maintained at the user's expense.
   (C)   Flat sewer service fee.
      (1)   For residential users that are not connected to a public water system to allow billing based on water consumption, the schedule of flat sewer service user charges are established as follows:
 
Effective August 1, 1996
$15.85/month
Effective January 1, 1997
$19.80/month
Effective July 1, 1997
$24.52/month
 
      (2)   Any residential user not connected to a public water system must file an affidavit with the City Administrator to establish the flat fee user rate.
   (D)   Surcharges.  For those users whose wastewater has a greater strength than normal domestic wastewater, a surcharge in addition to the normal user charge, will be collected. The following surcharge rates shall apply to each user of the treatment works that has received permission from the City Administrator to contribute excessive strength sewage:

$0.090 per pound
 
   (E)   Method of billing surcharges.  The excessive strength surcharge shall be based on a formula (See example below), with the total applied to the monthly bill of affected users:
   EXAMPLE FORMULA
   (A(D-250) + B(E-250) + C(F-25) x .00834 x G = Surcharge Payment ($/mo.)
   Where formula components are as follows:
   A.   Surcharge rate for BOD, in $/pound.
   B.   Surcharge rate of SS, in $/pound.
   C.   Surcharge rate for other pollutant(s) in $/pound.
   D.   User's average BOD concentration, in mg/l.
   E.   User's average SS concentration, in mg/l.
   F.   User's average other pollutants concentration, in mg/l.
   G.   User's monthly flow to wastewater works, per 1,000 gals.
   No reduction in wastewater service charges, fees, or taxes shall be permitted because of the fact that certain waste discharges to the wastewater works contain less than 250 mg/l of BOD, 250 mg/l of TSS, 1000 mg/l of COD, 30 mg/l of NH3-N or 100 mg/l of oil and grease.

   (F)   Sewer connection fees.  It shall be the policy for the city to allow customers outside the city limits to connect to the existing city sewer system, provided sewer capacity is available, by paying the following fees:
      (1)   Single family dwelling - $300.
      (2)   Multi-family dwelling (any dwelling more than one family) - $500.
      (3)   Commercial business - $700.
      (4)   Industrial enterprise - $1,000.
