Despite the provisions contained in Section 1313.01, adjoining real estate persons, property owners, or tenants of property owners, may erect a fence on their respective adjoining surveyed property line, provided they share the cost of erection and maintenance of the fence, and provided they jointly apply for and receive the fence erection permit issued by the Zoning Inspector under Section 1313.02, except the six inches rule contained in Section 1313.01(a) will not be considered.
