Where a parcel of land is being subdivided and a plat is required, no public improvements shall be installed, undertaken or constructed unless the final plat is approved and no services (for example, electric, sewer and water, streets, and the like) shall be provided until approval of the final plat is granted and the plat has been duly recorded.
