Any structure that is not elevated on fill or flood proofed in accordance with § 151.071(A) and (B), above, or any use of land that does not comply with the standards in § 151.071(C) and (D), above, shall only be allowable as a conditional use. An application for a conditional use shall be subject to the standards and criteria and evaluation procedures specified in §§ 151.073 and 151.074, below.
